Trowbridge Town Council Confirms Stance Regarding Ethical Performances at Council Venues

Trowbridge Town Council supports freedom of speech and the rights of performers, individuals, or groups to express a range of opinions. The council strives to create a diverse and inclusive community, and to ensure this continues, the Civic Board will consider any performers who have been prosecuted, criticized, or acted against in civil proceedings for allegedly making abusive or offensive statements before officers decide to confirm or decline any bookings.

The council has considered Sections 5 and 18 of the Public Order Act 1976. Section 5 pertains to the offense of harassment, harm, or distress, while Section 18 states that a person using threatening, abusive, or insulting words or behaviour can be guilty of an offense if they intend to stir up racial hatred, or if racial hatred is likely to be stirred up given the circumstances.
