FUEL is the holiday activity and food programme (HAF) is funded by the Department of Education. FUEL provides eligible school-aged children with free access to enriching activities, nutritious meals and healthy eating information during the Easter, Summer and Christmas holidays.
The HAF programme is delivered in Wiltshire using the brand FUEL (Food, Unity, Energy, Laughter) and the programme is a direct response to the growing issue of holiday hunger. The FUEL programme in Wiltshire has supported more than 10,000 children, since launching in 2021.
Who is eligible for the FUEL Programme?
The FUEL Programme a bespoke provision for school aged children from reception to year 11 who receive benefit-related free school meals.
Benefits-related free school meals (FSM) are available to pupils if their parents are in receipt of one of the qualifying benefits, and have a claim verified by their school or local authority.

The FUEL Programme is also available to children that meet any of the below:
- children that are refugees
- children that are currently in the care system
- young carers
- children that are referred into the programme by a professional service (eg. Local authority, schools, social service)
You can now request a place for the FUEL Christmas programme. Booking will remain open until 8 December 2023.
FUEL Programme – Christmas 2023
The FUEL Programme is back for the Christmas holidays and parents or guardians can now request places for children who are eligible for the programme (please see guidance below)
Many of the same organisations who delivered the summer offer will once again be supporting us to put on the FUEL programme with activities provided throughout Wiltshire during the Christmas school holiday.

We will once again be offering provision specifically for individuals with SEND. These activities will take place in Corsham and Salisbury.
How to book a place
Unlike the summer, requests for activities can now be made and managed in one place, using our Citizen ID system.
You will be able to register for Citizen ID at the same time as you start making requests for places on activities. If you already have a Citizen ID account, which is used by a variety of council services, then you can simply use your existing log-in details.
